Too often, leak testing is treated as a procedural checkbox. A test is performed, a result is recorded, and a pass/fail conclusion is accepted without enough attention to the test boundary, method limitations, system behavior, sensitivity, or acceptance criteria.

Brian Larson

Brian Larson

Founder | Chief Executive Officer

Brian Larson is the Chief Executive Officer of Precision Leak Testing Consultants. He leads the company’s strategic direction, program development, and technical integration, with a focus on advancing leak testing as a critical discipline in safety, quality assurance, and mission success across high-consequence industries. Brian is an ASNT Level III in Leak Testing with extensive experience in the development and execution of leak testing programs within nuclear, aerospace, and complex manufacturing environments. His work spans both field operations and program leadership, where he has been responsible for designing test strategies, standardizing methodologies, and ensuring that leak testing is applied as a structured and defensible component of system verification.

Over the course of his career, Brian has supported a wide range of challenging testing scenarios, often in conditions where environmental variability, system complexity, and schedule pressure must be carefully managed without compromising data integrity. His experience has led to a practical, solutions-driven approach that emphasizes not only technical accuracy, but also repeatability, traceability, and alignment with applicable codes and standards.

Through Precision Leak Testing Consultants, Brian is focused on addressing a persistent gap in industry: the need for fully integrated leak testing programs that combine technical rigor, qualified personnel development, and real-world execution. He believes that leak testing is frequently underutilized when treated as a downstream activity, and instead advocates for its early integration as a means of reducing risk and improving overall system reliability.

Brian’s work is grounded in a commitment to technical integrity and long-term performance. He is actively involved in developing training programs and methodologies aimed at strengthening the next generation of leak testing professionals, while helping organizations build internal capability that extends beyond individual projects.

Core focus areas: leak testing program development, helium mass spectrometer leak testing, pressure change and bubble leak testing, procedure and report review, training and qualification support, technical basis and defensibility.

Dr. William Harris

Dr. Harris is the Chief Technology Officer at Precision Leak Testing Consultants. He directs the Company’s technological strategy, product and training development, operational efficiency, and systems design and optimization, while leading the engineering team in developing solutions for the most complex and challenging leak testing detection problems.

Prior to founding PLTC, Dr. Harris worked as a Leak Testing Level III, as well as an Engineer and Training Specialist. In this role, he supported a wide range of complex testing scenarios across the country, developing a strong foundation in both field execution and applied problem-solving.

Dr. Harris also serves as a Laboratory Director and Principal Scientist for a chemical research organization, where he leads research and development efforts in advanced energetic materials and propulsion related chemistries within highly regulated and mission-critical environments.

Dr. Harris holds a Ph.D. in Physical Chemistry Florida State University(FSU), as well as B.S. degrees in both Biology and Chemistry from the University of the Cumberlands.

Core focus areas: scientific review and validation, technical method evaluation, data interpretation, research-informed leak testing support, complex problem solving, training and technical communication.

Josh Luoma

Josh Luoma is the Founder and Chief Operations Officer of Precision Leak Testing Consultants, bringing over 15 years of specialized leak testing experience and nearly 20 years in engineering technical support across the aerospace, military, and manufacturing sectors. His background also includes mechanical drafting and design experience, providing a comprehensive understanding of how systems are engineered, built, and tested. As a Certified ASME Helium Mass Spectrometry Leak Testing Level II professional with an MBA in Operations and Supply Chain Management, Josh combines deep technical expertise with strong business leadership.

In his role as COO, Josh is responsible for driving operational strategy, overseeing financial performance, and ensuring the successful execution of all company initiatives. He leads business development efforts, establishes strategic partnerships, and implements scalable systems to support growth. His responsibilities also include quality assurance oversight, process standardization, workforce development, and maintaining compliance with industry codes and standards. Josh plays a key role in aligning day-to-day operations with long-term company objectives, ensuring efficiency, accountability, and consistent service delivery across all projects.

Prior to founding Precision Leak Testing Consultants, Josh gained extensive hands-on experience in helium mass spectrometry leak testing while working with a leading industry provider, Leak Testing Specialists (LTS), where he supported high-specification applications and developed a strong foundation in advanced leak detection methodologies. This experience continues to inform his practical, safety-driven approach to consulting and training, helping clients meet rigorous performance and compliance requirements in mission-critical environments.
